Your cover is cast iron. The easy way to attach legs is drill and tap holes in a flat surface. Make steel plates with the same hole pattern. Weld square or round tubing to the flat plates and use them for legs. Suggest you weld braces to all 4 legs toward the bottom. Weld leg to leg. You may want to have casters on the legs so it can be moved around. The normal bench height is about 32 inches. This can be adjusted but not more than 36 inches from the floor.
Suggest you wear good gloves and steel toe shoes when working with this cover. If it ever starts to tip over just get out of the way!
To weld on cast iron is an involved process but it can be done. It takes lots of time and patience.
